The Abstract, page 4, shows Estimated Revenue of $781,666: but this would appear to be exclusive of receipts from gambling Licenses, out of which, as I understand from pages 16, 19 and 24, Marine, Educational and Police Expenditure
to the amount of $96,460 is to be defrayed: This appears to
me to be
a grave defect in the Estimate of Revenue, which ought, in my opinion, to include the whole of the means at the disposal of the Colony : and it seems the less defensible
